What is Swissdec?
Swissdec is a Swiss association that defines and manages the ELM standard (Einheitliches Lohnmeldeverfahren / Uniform Salary Reporting). This standard certifies payroll software and allows employers to transmit salary data in a single submission to all relevant institutions.

Swissdec is a non-profit association founded in 2001, bringing together Swiss public and private partners (compensation funds, cantonal tax authorities, insurers, the FSO and software publishers). Its role is to define, maintain and certify the ELM standard (Einheitliches Lohnmeldeverfahren / Uniform Salary Reporting), which standardises the electronic transmission of salary data in Switzerland.
How it works
Without Swissdec, an employer had to transmit salary data separately to each institution (AHV fund, SUVA, cantonal tax authority, FSO), in different formats. With the ELM standard, the process becomes:
- The certified payroll software generates an XML file compliant with the ELM standard, containing all the company's annual salary data.
- The employer transmits this file once via the Swissdec secure platform (the "Distributor").
- The Swissdec Distributor automatically routes the data to each recipient institution: AHV/AC fund, LAA/SUVA insurer, cantonal tax authority (for salary certificates and withholding tax), and the FSO.
- Each institution acknowledges receipt and returns a processing status to the payroll software.
This "one-stop" process significantly reduces the administrative burden on HR departments and fiduciaries.
The ELM standard
The ELM standard is versioned. Successive versions have expanded functional coverage (new payroll items, new recipients, new validations). Software certification is specific to a version of the standard: a publisher must re-certify its software when moving to a new major version.
Data covered by ELM includes:
- Gross salaries and statutory deductions (AHV, AC, AANP, BVG/LPP, withholding tax)
- Employees' personal data (name, address, AHV number, canton of domicile)
- Information for the annual salary certificate
- Salary statistics for the FSO
Swiss context
The Swissdec standard is a cornerstone of administrative simplification for Swiss SMEs. It forms part of the federal e-government strategy. Most Swiss cantons have adopted ELM as the preferred channel for receiving salary data from their taxpayers.
Participation in Swissdec is voluntary for employers, but using certified software guarantees the compliance of transmissions and reduces the risk of errors or rejections by institutions.
